Guidelines for “Competent Person” (CP) in Reporting Ore Reserves
For The Philippine Mineral Reporting Code (PMRC)
1. INTRODUCTION
The PSEM confers CP accreditation to Mining Engineers in recognition of their competence to undertake PMRC compliant assessments and reporting of ore reserves. Initially, accreditation of mining engineers will be classified according to the following areas of practice:
1. Open Pit – Metalliferous Mining (Copper, Gold, Nickel, Chromite)
2. Underground – Metalliferous Mining (Copper, Gold, Chromite)
3. Open Pit– Coal Mining
4. Underground– Coal Mining
5. Alluvial Mining / Dredging
6. Quarrying (Limestone, Sand/Gravel/Non-Metallic)
These guidelines provide the criteria for the CP accreditation and practice in the context of the PMRC and PSEM Code of Ethics.
2. BASIC REQUIREMENTS FOR CP ACCREDITATION
a. Filipino Citizen
b. Graduate of BS Mining Engineering
c. Professional Regulation Commission License in Mining
d. Active member of the PSEM
e. Must have at least five years relevant experience in the area of practice for which accreditation is sought
f. Professional Tax Receipt (PTR)
3. AREAS OF PRACTICE
The following checklist provides the main areas of practice that a mining engineer may have relevant experience or specialty on for registration as a CP.
a. Open Pit - Metalliferous Mining
Extensive experience in reserve assessment, planning, design, scheduling, budget preparation, risk management, operations coordination and management of metalliferous open pit mines.
b. Underground - Metalliferous Mining
Extensive experience in reserve assessment, planning, design, scheduling, budget preparation, risk management, operations coordination and management of underground metalliferous mines.
c. Open Pit - Coal Mining
Extensive experience in reserve estimation, planning, design, scheduling, budget preparation, risk management, operations coordination and management of open pit coal mines.
d. Underground - Coal Mining
Extensive experience in reserve estimation, planning, design, scheduling, budget preparation, risk management, operations coordination and management of underground coal mines.
e. Alluvial Mining, Dredging
A well rounded understanding of reserve estimation, planning, design, scheduling, budget preparation, risk management, supporting infrastructure requirement, construction and operations coordination and management of alluvial mines.
f. Quarrying
A well rounded understanding of reserve estimation, planning, design, scheduling, budget preparation, risk management, supporting infrastructure requirement, construction and operations coordination and management of quarries.
4. RELEVANT WORK EXPERIENCE
The following work experience categories are offered as examples of relevant experience that is generally required for accreditation as a CP.
a. Ore Reserve Estimation
b. Project Feasibility Study Preparation
c. Mine Engineering (planning, design, rock mechanic, budget preparation, etc.)
d. Mining Operations Coordination/Supervision/Management
- Ore Excavation/ Mining/Extraction
- Grade Control
- Drilling and Blasting
- Loading/hauling/transportation/conveying
- Mine Development works (tunneling, shaft sinking, mine facility construction, etc.)
- Stope Filling
- Draw control
- Safety and Environment
- Others
e. Ore Processing Operation Coordination/Supervision/Management
- Metallurgical Laboratory Testing Works
- Crushing/Screening and Conveying
- Grinding / Communication/Classifying
- Solid-Liquid Separation (Filtering/Decantation, etc.)
- Flotation/gravity Concentration/Other Concentration methods
- Agitation/Leaching/etc.
- Electrowinning
- Gold Refining
- Others
f. Government Employment Experience
- Ore Reserves Estimation
- Mining Technology
- Safety and Environment
- Geotechnical/Rock Mechanics
- Others
g. Contract Projects Coordination/Supervision/Management

5. DOCUMENTS REQUIRED FOR APPLICATION
a. To apply for CP accreditation one must submit the prescribed Application for CP Accreditation Form which should detail the following;
i. Personal Data
ii. Education (graduate and post-graduate)
iii. Skills acquired through training, seminars and workshops
iv. Technical paper published
v. Awards, distinction and recognition
vi. Membership in professional and civic organizations
vii. Professional Licenses
viii. Relevant Professional Experience (one form for each significant experience)
ix. Summary of Relevant Professional Experience (man-months)
x. Three references or sponsors with at least one CP, who are familiar with the applicant’s qualifications and experience and who could substantiate the submitted CV.
b. Other Requirement
i. Certification of the information declared in the prescribed application form is true and fair representation of the qualification and experience of the applicant.
ii. Sign a declaration that the applicant will abide by the PSEM code of ethics
iii. Pay the required application and registration fees
6. Assessment
The CV will be assessed for evidence that the requirements for accreditation are fulfilled and the skills and competence of the applicant are satisfactorily demonstrated. Each of the references or sponsors will be required to submit a confidential report to the PSEM accreditation committee. The PSEM accreditation committee may invite the applicant for an interview in support of the application.
